Synopsis: Due to a flood disaster caused by a world of six billion people and 90% of the earth's surface were buried by water. Later, the disaster was known as the "Hammer of Eden." It's been 14 years since and that the land in ruins, people construe the new United Nations, whose aim is peace.

Yabitsu was a town where the tsunami swept a nuclear vessel. This town was thriving thanks to generator power. Keel, a boy from the village, has no family. His mother, Aoi, was secretary general of New United Nations. She thought that the disaster was the best opportunity for the human race, and struggled to make a new world where people could help each other, overcoming the different races, ideologies and religions.
However, each nation's ego was worse than before the disaster.
